The Internal Regulations were approved by the General Assembly of the Council of Bureaux that was held in Crete on 29/30 May 2002, published in the E.U. Official Gazette (volume L. 192/23/31.07.2003) and was implemented on 1st July 2003. This Agreement integrates in its text the two previous Agreements that were signed by the National Motor Insurers’ Bureaux and regulated the System’s operation. It contains the mandatory provisions in Sections I, IV, V, VI, and VII that include the General Rules for the System’s operation, (definitions, settlement of claims, procedures, etc) as well as the optional provisions in Sections ΙΙ and ΙΙΙ, which include the Specific Rules that govern the Contractual relations between the National Motor Insurers’ Bureaux and which are based upon the Green Card and Deemed Insurance Cover.

More specifically, whilst the relation between the countries that have signed Section II is based upon the Green Card,

the relations between the countries that have signed Section ΙΙΙ is based upon the Insurance Policy, the Deemed Insurance Cover and the place in which the vehicle is normally based. ( registration plate)

The Internal Regulations may be interpreted, supplemented and modified following a decision of the General Assembly of the Council of  Bureaux. The text of the Internal Regulations  - as it had been published in the official EU Gazette ( volume L.192/23/31.07.2003) - has already been modified.
