An innovation of the EU for the protection of victims in traffic accidents that take place abroad, i.e. in an EU country other than that of the victim’s residence, was adopted with the EU Directive of 2000/26/EC known as the 4th EU Motor Insurance Directive for the protection of "visitors".

This directive was incorporated in Greek legislation with P. D. 10/21.01.2003 (Official Government Gazette 17/2003). Based on the Directive's legal frame, the victim of a motor vehicle accident abroad can claim compensation for loss or injury according to the legislation of the country where the accident took place when he returns to his country of permanent residence, in his own language and through a process with which he is familiar.

Each EU Member State was called upon to create a Compensation Body and an Information Centre as of 20/01/03 for the application of this directive (for the 10 new members as of 01/05/2004 and for Bulgaria and Romania as of 1/8/2007).
